GSA's City Pair Program Announces Awards, Delivers Billions in Savings to Taxpayers
Part of OneGov, the centralized City Pair Program streamlines airfare purchasing across federal agencies, leveraging the government’s collective buying power to secure discounted, flexible fares for official trips each year
WASHINGTON — Today, the U.S. General Services Administration (GSA) announced the Fiscal Year 2026 (FY26) City Pair Program (CPP) contract awards to seven U.S. flag air carriers — delivering an expected $1.89 billion in annual taxpayer savings on official government travel.
“This year’s City Pair awards underscore the effectiveness of the Trump Administration’s centralized, coordinated, and data-driven procurement approaches to significantly cut expenses and provide essential services to our federal agency partners,” said FAS Commissioner Josh Gruenbaum. “By aligning federal air travel purchasing under OneGov, we are achieving billions in taxpayer savings, decreasing governmentwide administrative overhead, and fostering a more efficient government.”
Alaska Airlines, American Airlines, Breeze Airways, Delta Air Lines, JetBlue Airways, Southwest Airlines, and United Airlines all received contracts to provide federal travelers with discounted options for official government air travel. The new fares will be available to view on GSA’s City Pair Program web page starting July 9, 2025, for travel beginning October 1, 2025.
The FY26 GSA City Pair contract fares provide an average discount of nearly 50% compared to commercial fares, and the 12,700+ city pairs include a deeply discounted capacity-controlled fare to further drive cost savings. In addition, 98% of solicited non-stop markets were awarded — enabling timely mission responses for all federal agencies and Congress.
“From just 11 markets in 1980 to over 16,000 today, GSA’s City Pair Program has grown into a powerhouse of federal travel savings,” said Travel, Transportation, and Logistics Acting Assistant Commissioner Christina Kingsland. “We look forward to continuing to leverage the government’s buying power to provide significant savings.”
The city-to-city routes are strategically solicited based on the government’s past travel bookings and passenger volume. They are evaluated on factors such as number of flights, flight availability, average elapsed flight time, and price of service.
City Pair fares offer numerous benefits: cost savings, no cancellation or change fees, no blackout dates, no minimum or maximum length of travel requirements, full refundability, and last-seat availability.
As an Office of Management and Budget designated Best-In-Class program, CPP leverages the government’s centralized purchasing power and continues to secure reduced rates on key routes for government travel, delivering smarter travel and bigger savings.
